The following is an actual piece of e-mail received by Dr. Barger.
What problems do you see in it?
Does it seem to raise any criminal concerns?
Does it seem to raise any ethical concerns?

CC: FRIENDS CLUB
EXTREMELY URGENT AND HIGHLY CONFIDENTIAL
I am Chief Tukur (Olommawa) the President of 'FRIENDS CLUB', a charity
organization. The club inherited and was disbursed the heavy fortune through
revenue allocation from the Funds and Properties Inheritance Board by the
Federal Government of Zaire Central Africa.
I got your contact as a reliable, competent and trustworthy person that has a
good name. The friends club was disbursed on Friday, January 15, 1999 at
10.35am by the financial controller of the Funds and Properties Inheritance
Board, Dr K. S. Chaka, the sum of One Hundred and Thirty One Million
USD($131,000,000.00) to organise charity, promote scholarship programmes and
aid the less privileged. This fund is an inheritance contained in the Federal
Revenue Allocation for 1999 to charity.
The friends club pledged to ascertain a programme of excellence ever lasting
and wishes to invest in a steady lucrative business in Europe or America to
achieve its goal. It is my duty to safeguard, persist and ensure a successful
programme for the club. We have started by flying the funds through a security
company as trustee to Abidjan, Ivory Coast, a free and safe African country
practising first class democracy to ensure the safety of the funds from theft
and also avoid new generation banking fraud affecting the world banking system
today which is why you have been contacted.
The friends club wishes to safeguard the inherited funds from several failing
banks especially here in Africa that has either been defrauded or mismanaged
making it unreliable and unsecure. There has also been several theft cases of
funds publicised through the media (television, radio, newspaper etc.) in the
past. In effect, the club has advised the Federal Government of Zaire through
the Funds and Properties Inheritance Board, not to publicise the inheritance
until the funds are successfully moved into a reliable and secure overseas
account for safety and investing.
I would have loved to negotiate your offer, but due to the urgency, I am
making a straight offer of Six Million Five Hundred and Fifty Thousand USD
(US$6,550,000.00) to you if you accept to be employed by the club for a few
days as a custodian to claim the money from the security company here in
Africa before it is made public. You would be required to make a trip to
Abidjan, Ivory Coast, provide a personal bank account of at least US$10,000 in
Abidjan for the deposit of the funds by the security firm and retransfer our
balance to our recommended account thereafter. Below is an agreement draft to
be signed between you and the club in Abidjan and the security company as
witness.
I urge you not to discuss this with anyone to handle this business with high
confidentiality it requires. Below are my credentials. I look forward to
receiving your telephone numbers now through email.
Yours truly,
Chief Tukur

My name rings a bell within and outside Africa, not just because I am Bamanga
Tukur (Tafidan Olommawa), but because I am a man of many parts and
accomplishments. My personal friends hold me in very high esteem ^Ö more
because of my uprightness than enormous wealth and clout.
I as a reputable businessman, politician, patrotic Zairean and revered
traditional title holder (Tafidan Olommawa) has lived a fulfilled life made
possible by the almighty God. Blessed with good health, understanding wives
and brilliant children of various disciplines I am liberal, caring and
accessible to the haves and have-nots in the society who daily seek my
attention and assistance at home, in the office or wherever they can find me.
Born in Jada, on the 15th of September, 1935, I had my early education at the
Jada Elementary School and Lisala Middle School. I also attended Ambui
Secondary School from 1953 to 1957. I later went to the Institute of
Administration, Ahmadu Bello University.
I attended the London School of Economics where I studied Transportation
Economics. In 1965, I received my Masters degree in Public and International
Affairs from the University of Pittsburgh, U. S. A.
My professional membership includes the Vice-Chairmanship of International
Ports and Harbours Association, a Fellowship of the Institute of Transport,
London and Chairmanship of the International Cargo Handling Association. I am
the Executive Vice-President of African Business Roundtable, Member of the
International Business Advisory Committee (IBAC) to UNIDO and
Chairman/Director of several companies.
My life-time desire is to see the enthronement of true democracy in Zaire,
which will translate into socio-economic prosperity for the teeming masses in
the country.
